'Enemy conspiracy'

Sir, — The Deputy Prime Minister, L.K. Advani, has said that the multi-crore stamp paper scam is a part of enemy's conspiracy ( Nov. 14 ). With hordes of corrupt politicians and bureaucrats, do we really need external forces to engineer a scam?

Sir, — The unanswered questions are what will happen to the general public which has used these fake stamp papers and what is the validity of these transactions? The governments should take steps to avoid duplicate stamp papers and counterfeit currency. High technology should be used and secrecy maintained in printing and processing. Bank transactions through cards should be encouraged. And there should be increased use of franking machines.

Sir, — This is with reference to the suggestion from some quarters that the affected persons should pay the stamp duty again to legalise their documents. Why should common public be charged when the Governments of at least three States failed to detect the scam for 10 years?
