Andhra Pradesh-Hyderabad

Cases were booked against Qadri and five others under the Andhra Pradesh Control of Organised Crime Act (AP COCA), Indian Stamps Act, Sections 120-B (criminal conspiracy) and 420 (cheating) of Indian Penal Code. Qadri was picked up from a train while coming from Kazipet to Hyderabad. Five other accused, -- Shamshuddin, Andalamma, Krishnamoorthy, Ashish Chakravarthy and Yathiraj, who were also accused of helping Telgi operate the scam in Hyderabad -- are still at large. Qadri was one of the `panch witnesses' in the sensational stamp racket that was busted by the Hyderabad police in 1999 with the arrest of Telgi. The Begumbazar police had registered cases against Telgi. However, Qadri subsequently turned hostile. The police suspected that Qadri later became an agent of Telgi and operated the fake stamp papers racket from Hyderabad. During the course of investigation, the Maharashtra SIT, suspecting the role of Qadri, came down here for a couple of times earlier and searched in vain for him.
