Deve Gowda leads procession
Bangalore Feb. 12. The former Prime Minister, H.D. Deve Gowda, today led a farmers' delegation to the Governor, T.N. Chaturvedi, seeking the denotification of excess land acquired for the Bangalore-Mysore Infrastructure Corridor project to be executed by Nandi Infrastructure Corridor Enterprise. The farmers earlier staged a dharna near the Mahatma Gandhi statue and Mr. Devel Gowda addressed the farmers and assured them that he was one with them in their struggle. The Chief Minister, S.M. Krishna, has given an assurance that the acquisition of land would be restricted to the requirement for the construction of the expressway and the remaining land, if any, would be returned to the original owners.
Farmer commits suicide
CHITRADURGA Feb. 12. One more farmer committed suicide at Pampapura in Holalkere police station limits in Chitradurga district today. He was identified as Nagalingappa. He is said to have taken loans to drill a borewell in his fields from a grameena bank, which he could not repay. According to police, he consumed poison in his fields around 2 p.m.
Bill on land regularisation
Bangalore Feb. 12. The Legislative Council today passed the Karnataka Land Revenue (Amendment) Bill, 2004, which provides for extension of time for regularisation of certain lands from April 27, 2003 to April 27, 2005. The Minister for Urban Development, D.K. Shivakumar, on behalf of the Revenue Minister, H.C. Srikantaiah, who introduced the Bill, accepted the suggestion made by the members to extend the time limit for two years. As per the Bill, amendments in 1997 and 2000 to the Karnataka Land Revenue Act, 1964 provided for regularisation of certain lands within one year and three years, respectively, from the date of the amendments coming into effect. As the three-year period had lapsed on April 27, 2003 and there were over 1,30,000 applications pending, the Bill had been introduced to extend the time limit by two years.
Tax payment date extended
BANGALORE Feb. 12. The Legislative Council today passed the Karnataka Municipal Corporations (Amendment) Law and Certain Other Law (Amendment) Bill, 2004 with an amendment for reducing the property tax, which will be decided by the committees constituted by the respective local bodies. The Bill envisaged extension of the last date for payment of tax without penalty to March 31, 2004. The Urban Development Minister, D.K. Shivakumar, who moved the Bill, agreed to amend it following the demand by the Leader of the Opposition, D.H. Shankaramurthy, and M.C. Nanaiah and G. Madhusudan, members. Mr. Shivakumar, who returned with the amendment, said that the tax on self-occupied buildings would be reduced and the local civic body would decide the percentage of rebate. He said that if some property owners had paid tax from 2002 and if it was in excess of the rate fixed by the committee, it could be adjusted while paying the tax in the future. Each local body had the option to fix the tax at either 0.3 per cent or 0.6 per cent. Mr. Nanaiah and V.S. Acharya, member, however, expressed their displeasure stating that the Minister, who had agreed to raise the rebate to 70 per cent, did not do so. V.S. Ugrappa, member, who supported the Minister, said property owners in towns and cities could pay the tax and there was no need for further rebate.
White Paper sought on funds use
Bangalore Feb. 12. P. Ramiah (nominated) today sought in the Legislative Council a White Paper on the utilisation of funds allotted by the Centre to the State Government. Participating in the discussion on the budget proposals, Mr. Ramiah said Karnataka had been complaining of "stepmotherly" treatment by the Centre, despite reports of underutilisation of funds. The Leader of the Opposition, D.H. Shankaramurthy, pointed out that Rs. 327 crore allocated under the Sarva Shiksha Abhiyan had not been utilised. Mr. Ramiah said loans from various sources constituted nearly a quarter of the sources of revenue for the State and one-fifth of the State's revenue went towards debt servicing, while the money should have been used for development purposes. The creation of four more corporations would add to the State's financial burden. V.S. Achar (Bharatiya Janata Party) said the promise of the Chief Minister, S.M. Krishna, in 2001 to bring the revenue deficit to zero per cent by the end of the term of the Government had not materialised. Through jugglery of figures the Government had shown a revenue deficit of 1.1 per cent, down from three per cent last year. Karnataka had the highest tax structure in the State and the Chief Minister had not shown any interest in rationalising the tax structure, on a par with the neighbouring States.

Minorities panel seeks more powers
Bangalore Feb. 12. The Karnataka State Minorities Commission Chairman, K.S. Mohammed Masood, and the members have, in a memorandum to the Chief Minister, S.M. Krishna, urged him to accord the status of a civil court to the commission to deal with cases pertaining to the grievances of the minorities in the State. A press release issued by the commission said a proposal in this regard had been pending with the State Government for over three years. Another demand was to create a cell headed by a Deputy Inspector General of Police to go into cases of communal violence and related issues. The Chief Minister, the release said, had assured the commission members, who met him last year, that he would consider the demand. Launching a special component plan for minorities, posting officers belonging to the minorities as Station House Officers in communally sensitive areas, separate legal and education cells, a website and teleconferencing facilities, according the commission members status on a par with the Backward Classes Commission members, establishing anganwadis, and giving representation to minorities in the panchayat bodies were other demands.
ZP to seek nod to set up school
The Zill Panchayat President, Dawood Mallik Deshmukh, said on Thursday that the schools would come up in a village in each of the five taluks after the Government sanctions funds. Earlier, Mr. Deshmukh inaugurated the district-level sports and cultural activities meet as part of the World Disabled Day. Oti Sharanappa, Deputy Director, Women and Child Development, and Jagannath Gada, district Disabled Welfare Officer, were present.
Exhibition inaugurated
Speaking after inaugurating the exhibition, the Block Education Officer, C.U. Chandrashekar, praised the efforts of children who presented their models. "Experimenting is very important in education," he said. Lingaraju of Sarva Shikshana Abhiyana, and the President of Zilla Panchayat, Soubhagya Basavarajan, spoke.
Merchant arrested
The accused has been remanded in judicial custody. The Gangavati police have registered a case.
`Adhrushta Dampathi'
The main aim of the programme, according to the organisers, is to strengthen the institution of marriage and also to raise funds for various community development projects being implemented by the organisation. Gunavathi Ramesh, president of Surathkal Jaycees, told presspersons here on Wednesday that the organisation had conducted many programmes in the past 28 years.
