HYDERABAD, FEB. 15. The State Government has refuted the charge of the former CLP leader, Y. S. Rajasekhara Reddy, that no action had been taken on the Election Commission's recommendation to transfer officials connected with election duties who had served for four years in a district. It has also taken serious exception to Dr. Reddy's remark that the Chief Secretary, Mohan Kanda, has become the "personal servant'' to the Chief Minister. An official press release said the Chief Secretary had not received any written communication from the EC and it was the Chief Electoral Officer who had collected a copy of the instructions in New Delhi on February 12. Pending receipt of the official communication, the State administration had taken advance action to obtain particulars of officials working in native districts and of those who were working for more than four years in the same post. On behalf of the State Government, the CEO would take all steps to see that the EC's instructions were followed scrupulously. The press release said Mr. Kanda had held various assignments, both in the State and at the Centre, and was known for his efficiency and dedication to duty. It was highly unfortunate that such a statement was issued by a senior and experienced political leader who held high offices and was in knowledge of the Government's functioning. It was unethical and improper to bring in the Chief Secretary's name into an unnecessary controversy or for political ends, it added.
