DHARWAD, MAY 1. Can a university function without a telephone connection? It can, if it is Karnatak University. The institution has been functioning without any link with the outside world for the past three weeks. Barring personal telephones of senior functionaries, no telephone in the university under private branch automatic exchange (PBAX) is working. However, nobody seems to have complained about the inconvenience caused. There are two versions of why the situation has come about. One says that the telephone exchange functioning in the university was struck by lightning, and the damaged equipment has not been repaired. Another version has it that the telephone exchange is being run by a private party on contract, and the university recently decided to put an end to the system and hand over the operations to Bharat Sanchar Nigam Limited, which, according to some university officials, will work out cheaper. While the new arrangement is yet to be finalised, the old system has ceased to function. As a result, no department or hostel, which was served by the private PBAX, has had a working telephone for the past three weeks. And no one is sure when the facility will be restored.
