Fresh notification today on quota in municipal bodies

BANGALORE, JULY 5. After examining the requests made by the newly elected MLAs to reconsider the reservation of posts of president and vice-president of municipal bodies, the State Government has decided to issue a fresh notification on Tuesday.

Addressing presspersons here on Monday, the Minister for Municipal Administration, S.R. More, said the Government issued the notification on June 28 cancelling its June 26 order with regard to reservation of posts of president and vice-president of town municipal councils (TMCs). The Chief Minister, N. Dharam Singh, directed the Municipal Administration Department to cancel the order after the newly elected MLAs met him and requested to reconsider the reservation of posts. "I have no powers to change the policy. Based on the rotation policy, the offices of the TMCs have been reserved for various categories," he said.

Of the 222 municipal bodies, the presidents and vice-presidents of 180 bodies would be elected within 10 days after the notification was issued.

The Cabinet subcommittee comprising the Deputy Chief Minister, Siddaramaiah, the Water Resources Minister, M. Mallikajun Kharge, and himself discussed the question of providing reservation of posts to various categories and decided to issue the notification on June 26, Mr. More said.

Asked about implementation of the self-assessment scheme (SAS) of property tax, he said there were some loopholes in the scheme with regard to valuation of properties. A meeting was held on June 28 to discuss the pros and cons of the SAS. A few MLAs and MLCs attended it and gave their suggestions. Another meeting would be convened soon for further discussion. If a large number of legislators favoured changes to the scheme, the Municipalities Act would be amended, he said and ruled out scrapping of the scheme. The implementation of the SAS was a prerequisite for all Asian Development Bank (ADB) and World Bank loans. The ADB and World Bank would stop lending to the State if the Government withdrew the SAS, Mr. More said. The previous Krishna Government had amended the Act to introduce SAS.

Asked about any proposal to devolve more funds to the grassroots bodies, he said the Government was releasing Rs. 22 crore every month towards salaries and programmes of the local bodies.
