TIRUCHI, JULY 16 . While it is a good sign that the country has moved towards a stable taxation regime, there is a need for improving tax compliance, the Commissioner of Central Excise, Tiruchi, Mathew John, has said. Participating in an interactive session on the Union Budget 2004-05, organised by the Tiruchi zone of the Confederation of Indian Industry here today, Mr.John regretted that still several tax-payers were prepared to pay bribes rather than remitting their taxes. Such behavioural pattern had to change, he said and emphasised the need for voluntary tax compliance by industrial and corporate houses. The Joint Commissioner of Central Excise, Tiruchi, D.P. Naidu, observed that not many changes had been made in the Budget as far as indirect taxes were concerned except for the widening of the service tax net. However, a new section had been introduced providing for compounding of offences subject to the payment of the prescribed fee in lieu of prosecution. Besides, a specific clause had been included laying down that there could not be more than three adjournments by the appellate authorities. This would help disposal of cases expeditiously, he said and also pointed out that the fee for filing appeals had also been enhanced. The CENVAT exemption granted to the textile sector would result in a loss of about Rs.20 crores per annum in the Tiruchi Excise Commissionerate, he said. The Joint Commissioner of Customs, Senthamil Selvan, said as far as Excise and Customs duties were concerned it was a "neutral Budget." A notable and welcome feature of the Budget has been the fewer notifications. Unlike the past, just six notifications had been issued in pursuant to the Budget. The peak rate of customs duty for a majority of imported items had now been brought down to 20 per cent, he said. The Chairman of the Tiruchi Zone of the CII, P.V.Kannan, and others participated.
