BANGALORE, JULY 20. The Union Minister of State for Chemicals and Fertilizers, K. Rahman Khan, who has been chosen as the Congress nominee for the office of Deputy Chairman of the Rajya Sabha, will become the first former presiding officer of the Upper House of a State to reach that position. He will also be the third parliamentarian from Karnataka to become the Deputy Chairman of the Rajya Sabha. The well-known Congress leader, the late S.V. Krishnamurthy Rao, was the Deputy Chairman when S. Radhakrishnan was the Vice-President of India. Krishnamurthy Rao was also a Deputy Speaker of the Lok Sabha. The other former Deputy Chairperson of the Rajya Sabha from Karnataka was the late Violet Alva, wife of the noted parliamentarian and journalist, Joachim Alva. Their daughter-in-law is the AICC General Secretary and former Union Minister, Margaret Alva. The soft-spoken Mr. Khan, a chartered accountant by profession, was a member of the Legislative Council from 1978 till 1990 and served as its Chairman from 1982 to 1984. The 64-year-old Mr. Khan, hailing from Krishnarajapet in Mandya district, told The Hindu that he would sincerely try to uphold the rich traditions of the Rajya Sabha and discharge his duties and responsibilities assigned to him by his party. He would strive to conduct the proceedings of the House and gain the confidence of the members. Mr. Khan, who met the Prime Minister, Manmohan Singh, and submitted his resignation from the Council of Ministers, said that whatever service he had rendered for the development of the State would be continued. He said he would not only safeguard the interests of Karnataka, but also help get development projects pending with the Centre approved. A large number of Congress leaders and workers here have expressed their happiness over the selection of Mr. Khan for the office of Deputy Chairman.
