NEW DELHI, JULY 31. A Delhi Police head constable and a constable have been arrested by the Anti-Corruption Branch (ACB) of the Delhi Government for allegedly demanding and accepting a bribe from a widow and an owner of a road transport vehicle (RTV) in two separate cases reported from West Delhi. According to the police, Shammi Bai, a widow living in Tilak Vihar, complained to the ACB about a head constable of the Tilak Vihar police post not releasing the motorcycle of her son which had been "seized" following a minor incident. A trap was laid on Friday evening and the accused, head constable Govind Ram Sharma, was arrested while accepting the bribe from the widow within the premises of the Tilak Vihar police post. It came to light that on July 25 the complainant's son was going on his motorcycle when he hit a cyclist. While the damage was very minor, the police were informed about the incident and the head constable brought the two persons to the Tilak Vihar police post. Following negotiations, the cyclist decided not to register a formal complaint and left the place after being paid Rs. 150 for repairs. However, Govind did not allow the complainant's son to take his vehicle on the pretext that it had been impounded. He further demanded Rs. 5,000 if he wanted his vehicle to be released. In this connection, he also made calls to Shammi Bai, who, in turn, contacted the ACB. The ACB also came to know that Govind had neither recorded the seizure of the vehicle officially nor deposited it in the malkhana. In another case, constable Kishan Chandra of the Nangloi police station was arrested for allegedly demanding and accepting Rs. 1,000 from the owner of an RTV for releasing his vehicle. The RTV of Jai Bhagwan was involved in an accident two days ago and his vehicle had been seized. The case was being investigated by Assistant Sub-Inspector Ram Kishan. However, constable Kishan Chandra approached Jai Bhagwan and told him that his vehicle would be released if he paid up Rs. 1,000. Jai Bhagwan informed the ACB which arrested the constable. Both the accused have been booked under various sections of the Prevention of Corruption Act and have been remanded to judicial custody.
