`Rs. 1,032.5-crore potential revenue loss'

CHENNAI, AUG. 2. The State Government suffered a loss of Rs. 1,032.5-crore potential revenue in 2003-04 as a result of "short levy" of taxes.

Besides, it incurred an "avoidable expenditure" of various companies and autonomous bodies under government control was to the tune of Rs. 3,681.38 crores in the last financial year.

Giving these figures, T. Theethan, Accountant-General (Audit) for Tamil Nadu, told presspersons here today that the aggregate of "short levy" and "wasteful expenditure" was Rs. 2,981.59 crores in for 2002-03; Rs. 3,930.24 crores in 2001-02; Rs.2,620.59 crores in 2000-01 and 1,901.41 crores in 1999-2000.

Asked why there was an increase in the last financial year, he said several factors could have contributed to it.

"Possibly, there were more transactions. In some years, the number of transactions could have been less because of drought."

He declined to answer questions on the State Government's financial condition.

Giving details of instances of revenue loss to the Government and its different arms, Mr. Theethan said short accounting of 3.5 crore tonnes of limestone utilised by 12 cement units for the production of clinker and consequent short levy of royalty amounted to Rs. 113.97 crores between 1996 and 2002.

Paddy procurement

The Tamil Nadu Civil Supplies Corporation's procurement of paddy during the samba procurement season in 2001 (December 2000-July 2001) without proper planning forced the Corporation to allow cheaper BPL (below poverty line) category rice allotment to lapse.

A Rs. 60.65-crore cash loss was incurred owing to an excess procurement of 1.75 lakh tonnes. Poor planning, lack of infrastructure and a defective pricing policy of the Tamil Nadu Housing Board led to blocking of Rs. 96.43 crores on 18,755 plots under 17 schemes completed between March 1996 and December 2002, he said.
