An appeal for East-West talks on Germany and European security for reaching an agreement on unsolved questions was made by the Soviet Union on September 9 through a statement issued by the news agency Tass. Among the questions listed for discussion were the prohibition of atomic and hydrogen weapons and a reduction of armaments. But the proposal was immediately rejected by Britain, France and the U.S., who said the German and Austrian problems should be solved before an All-European Collective Security Pact could be discussed.
