The Chief Minister, Y.S. Rajasekhara Reddy, being received by A.K. Parida, Director-General of the MCR Human Resource Development Institute, during his visit to the institute in Hyderabad on Sunday.
HYDERABAD, SEPT. 19. The Chief Minister, Y.S. Rajasekhara Reddy, has asked the Centre for Good Governance (CGG) to identify the departments which need restructuring as part of efforts to spruce up the administration. The Chief Minister went round various wings of the Dr. Marri Channa Reddy Human Resources Development Institute and the CGG here on Sunday. The Director-General of CGG, P.K. Mohanty, and the Director-General of the HRD Institute, A.K. Parida, explained to the Chief Minister the strides made by the respective centres. Later, speaking to reporters, the Chief Minister said the CGG had developed models for restructuring of some departments and in the coming 10 days, a committee of senior officers would identify the departments where restructuring was needed. He said the HRD institute and the CGG would be put to better use to motivate the Government functionaries.
`Motivate officials'
"The only objective of my Government is to live up to the expectations of people and every delivery system in governance should be able to meet the needs of common man. Hence, any programme designed to ensure good governance or impart right orientation to the functionaries should be able to take the administration close to people," the Chief Minister said. He felt that motivation of all functionaries to work with a sense of commitment in making the delivery system more effective and dependable was the need of the hour. Replying to a question about continuance of services of retired persons as consultants, Dr. Reddy clarified that wherever there is a need their services would be availed. Earlier, interacting with the faculty of the HRD institute, the Chief Minister observed that public perception towards some Government programmes was good and not exciting for others. He praised the involvement of youth and women in implementation of weaker sections welfare oriented programmes. "I want you to play a more meaningful role by motivating every functionary in the system, through your training programmes, so that they realise that they are public servants and ensure that development and welfare programmes reach the common man," he said.
YSR's advice
He laid more emphasis on the need of the officers in districts observing simplicity and making themselves more accessible to people. Every district Collector should spend one night in a week at least in villages. The Chief Minister agreed to consider the request made by DG of the Institute for construction of a 200-room hostel. The DG told the Chief Minister that the Department of International Development (DFID) had agreed to extend funding for another three years.
