HYDERABAD, SEPT. 23. The Outer Ring Road, planned to decentralise core activities confined to the city and thereby decongest the city roads, is inching towards execution stage with the State Government's formal approval to the project.
Ambitious plans
There are also ambitious plans to develop 22 townships structured around the Outer Ring Road for metropolitan expansion and decongesting the city. The original proposal of 108 km ORR has been revised to 159 km as the Hyderabad Urban Development Authority preferred to go for entirely new alignments as it had experienced the problematic process of widening existing roads with the Inner Ring Road. Of the 52-km Inner Ring Road, the 27-km road passed through the Municipal Corporation area and the road in MCH limits could not be extended so far to the proposed 150 ft except on some stretches like Hyderabad Public School in Begumpet. The remaining 25-km stretch from Uppal to Attapur is however of 150 ft wide and the travel time is faster, the sources say. Though the notification for the first phase of ORR from Gacchibowli to Shamshabad where the New International Airport would come up has been issued last month, the HUDA authorities are reluctant to spell out any date for the commencement of the work. "It would be for the Government to decide on the date," they add.
The phases
The second phase would be from Shamshabad to Hayatnagar, third phase from Hayatnagar to Shamirpet and fourth phase from Shamirpet to Patancheru and back to Gachibowli. The total project would require 9,000 acres but most of it would be Government land. The HUDA Vice-Chairman, G. Ashok Kumar, says that the notification has to be followed up by land acquisition for the 29 km first phase of ORR. "These things are still in preliminary stages. There is more work to go including the detailed project report which is under process for the Rs.1,360-crore project including the cost of land acquisition". The Central Government agreed in principle to bear 50 per cent of project cost while the remaining funds would be raised through bank loans. "The funding pattern and repayment mode are still being worked out". Once the ORR is in place, most of the inter-city through traffic via NH.7 and 9 and Warangal Highway, comprising trucks and heavy vehicles would by-pass the city. There are also proposals to develop highway-related facilities like truck terminal, freight container yards, cold storage units and `Break- bulk' facilities. The ORR covering areas around the city would facilitate reaching the International Airport from any point within one hour and it would be of 250 ft with eight lanes with 50 ft left on either side for the future rail lines. The townships would be planned in such a way that they would not follow the `Ribbon development' but be away at least one km away from the ORR and would be connected to it through approach roads, the VC says.
