`New teacher recruitment procedure unethical'

CUDDALORE, DEC. 19 . The State Government has started recruiting graduate and secondary grade teachers on a consolidated pay by obtaining an undertaking on a Rs. 10 stamp paper. And this practice is unethical, the Tamilaga Aarambapalli Aasiriyar Koottani has said.

In a statement here today, the general secretary, S. Abdul Majeeth, said candidates were asked to give an undertaking that they would not claim any increment and service benefits. This procedure was unethical and unconstitutional, as this smacked of bonded labour in a refined form.

He said teachers, who shaped the future generations, deserved to be treated with honour and courtesy.

Mr Majeeth said 6,200 primary and middle schools in the State were functioning without headmasters. Of these, 2,000 primary schools were upgraded as middle schools. A peculiar situation prevailed as the middle schools (from standard VI to VIII) were taken over by high schools. Hence, the schools, with standards I to V, were without headmasters. This created a piquant situation for students and administrators as only the headmaster was authorised to issue transfer certificates and progress reports.

Mr. Majeeth said that even a number of schools started under the Sarva Siksha Abiyan (Education for All) were going without headmasters, and this would impede the programme. Hence, the Government should post headmasters at all primary and middle schools.
