Speaker unhappy over report on MLAs' pay

THIRUVANANTHAPURAM, FEB. 3. The Speaker, Therambil Ramakrishnan, today expressed serious displeasure about reports appearing in a section of the media suggesting that members of the Kerala Assembly were getting more salary than the President.

Mr. Ramakrishnan told the House during zero hour that there was no truth in the report, which first appeared in a Delhi-based English daily that members of the Kerala Assembly were getting Rs. 66,800 a month. Actually, the total emoluments that each MLA was getting came to only Rs. 15,300 a month, he said.

The Speaker regretted that some of the regional newspapers also copied the Delhi daily's report without verifying facts.

He hoped that the local publications would cross check with the Legislature Secretariat before publishing such reports.

The Speaker's statement was received with thumping of desks by members belonging to all sides of the House.

Sops for cancer patients

The Government is considering implementation of an insurance scheme and provision of concessional travel facilities for cancer and haemophilia patients, the Health Minister, K. K. Ramachandran Master, told the Assembly today.

Replying to a submission by V. K. C. Mammed Koya (CPI-M), the Minister said the Government had earmarked Rs. 27 lakhs for modernisation of the existing blood bank at the Kozhikode Medical College Hospital and another Rs. 23 lakhs for constructing a new building for the blood bank.

Kalamandalam

The Culture Minister, A. P. Anil Kumar, told K. Radhakrishnan (CPI-M) that the Government is actively considering a proposal to appoint a special officer to prepare a feasibility report on establishing a cultural university based in Kerala Kalamandalam.

The Chief Minister, Oommen Chandy, told Stephen George (KC-M) that the Forensic Science Laboratory is currently examining revolver and bullets recovered from the scene of death of sub-inspector, A. R. Santhosh, at Vellarikkund in Idukki district. The Crime Branch investigation into the sub-inspector's death is also in progress, he added.

Cashew workers

The Labour Minister, Babu Divakaran, said that the Government would try its best to protect the interests of workers faced with retrenchment as a result of auctioning of cashew factories.

Responding to calling attention motion by A.A. Aziz (RSP), the Minister said the Government could not do much in the matter as, unlike in the past, the sale proceeds should first be used to clear the amount due to banks.

The norm earlier was that priority in such situations should to clearing the arrears due to the workers. However, with the Securitisation Act, it is mandatory to clear the arrears due to banks, the Minister pointed out.

Title deeds

The Revenue Minister, K. M. Mani, told the House in response to a call attention motion by K. K. Shaju (JSS) that the Government would consider issuing title deeds to people living in land allotted by the Scheduled Caste Development Department as part of its rehabilitation programmes if the department took a decision to that effect.

As of now, there is no provision to grant title deeds to such persons as there is the possibility of the land in question getting alienated. However, persons living in land allotted by the Revenue Department could claim title deed as such land holdings as absolute right.
