Sir, The Speaker is the final authority to decide on the disqualification of an MLA. Technically, the Goa Assembly Speaker cannot be faulted for not allowing an independent member to vote on the confidence motion.

* * * Sir, The BJP claims the dismissal of the Manohar Parrikar Government was unconstitutional. Was the manner in which the vote of confidence was conducted constitutional? The Constitution should be amended to stipulate that a committee of judges and eminent persons will choose persons for posts such as Speaker and Governor.
