THIRUVANANTHAPURAM, FEB. 10. The Leader of the Opposition, V. S. Achuthanandan, has said that the High Court had permitted lotteries conducted by other States to be sold in Kerala only on account of the collusion between the Finance Minister, Vakkom Purushothaman, and the lottery mafia. In a statement here today, Mr. Achuthanandan pointed out that the Supreme Court would not have permitted the other State lotteries to be sold in Kerala if the State Government had not collected tax from them till December last. Although the Finance Minister had told a news conference on January 7 that he would take stern action against the officials who had collected tax from the lottery operators from other States and return the money collected from them, nothing of the kind had happened. The lottery operators had used this to buttress their case before the Supreme Court and secured a favourable verdict, he said.
