Let States collect service tax, Centre told

THIRUVANANTHAPURAM, FEB. 10. The Finance Minister, Vakkom Purushothaman, told the Assembly on Thursday that Kerala had urged the Centre to allow States to collect service tax.

Replying to the general debate on the Finance Bill, the Minister said the power to impose service tax would help the State mop up more revenue.

Mr. Purushothaman said tax evasion was the highest among gold merchants. If the State were permitted to impose service tax, it would be imposed on advertisements by gold merchants, he said. He said tax officials had recently raided shops of two jewellers.

VAT system

The Minister said non-implementation of the Value Added Tax system by Pondicherry would not be much of a problem as Pondicherry was a small State. The Government will devise ways to restrict the sale of liquor carrying lower rates of taxes in Mahe, after evaluating the effectiveness of measures taken recently. The State has imposed quantum restrictions on liquor being taken to Mahe through the State's territory and increased fee for permits.

Demand declined

Declining to consider fresh demands from members for withdrawal of the Agriculture Income Tax, the Minister said the tax applied only to farmers holding more than five hectares.

Referring to the demand for clearance of arrears of agriculture workers' pensions, Mr. Purushothaman said the CPI(M) which was making the demand now had opposed the pension when it was introduced.

He refuted the Opposition contention that the increase in collection of sales tax was on account of the increase in prices of petroleum products. The increase is not solely on account of tax from petroleum products, he said.

After the Minister's reply, the House referred the Bill to the Subject Committee.
