HYDERABAD, FEB.27. Unemployment rates in the State continue to be higher than the all-India figures. The rate crossed 8 per cent in 1999-2000 from 6.69 per cent in 1993-94 reflecting an "alarming" situation. The corresponding all-India rate was 7.32 per cent and 5.99 per cent respectively, the State Economic Survey 2004-05 says. It quotes figures provided by the Government of India. The total number of applicants on the live register of employment exchanges in the State by September-end last year stood at 24.24 lakhs. From January to September, 2.34 lakh candidates enrolled. During this period 10,950 vacancies were notified of which 2,189 placements were effected, accounting for 21.89 per cent. The employment growth (percentage per annum) in the State is significantly low when compared nationally. Employment elasticities, which reflect the responsiveness of employment generation to change in GDP are negligible in both the State and the country. In the case of the State it is less elastic. According to the employment market information (EMI) data, there were 22,712 establishments in the organised sector in the State by March 2003, employing 22.08 lakh persons. Of these establishments, 14,237 were in the public sector and 8,475 in the private sector.
Job providers
The total employment in the organised sector under the EMI scheme increased marginally from 20.50 lakhs at the end of March 2002 to 22.08 lakhs in 2003. Of the total employment in the organised sector at the end of March 2003, the public sector accounted for 14.75 lakhs and the remaining 7.33 lakhs were employed in the private sector. The work force participation rates among men and women in the State declined in 1999-2000 from 1993-94. These rates in general were high in Andhra Pradesh except in the case of urban men during 1999-2000. In the case of rural women the rates are significantly higher.
