Anna University Ph.D admissions stayed

CHENNAI, MARCH 21. The Madras High Court has stayed admissions to Ph.D. programmes offered at Anna University. An order of interim injunction to this effect was granted by Justice A. Kulasekaran, on a contempt of court petition preferred by the Shanmugha Arts, Science, Technology and Research Academy (SASTRA). He posted the matter to March 24 for further hearing.

According to the petitioner, the contempt proceedings were necessitated by the "deliberate violation" of court orders dated February 20, 2004 by the University officials with regard to the recognition of post-graduate and research degrees awarded by deemed universities.

In the petition, SASTRA registrar, R. Kandaswamy, said that in June 2003 Anna University had resolved not to recognise post-graduate and research degrees awarded by certain deemed to be universities, as they were "not in conformity with the norms and standards prescribed by the university and the All-India Council for Technical Education (AICTE) for the purpose of higher studies and employment in the university."

The resolution was stayed on February 20, 2004, and the order was directed to be continued till further orders on March 23, 2004.

On December 7, 2004, a former student had complained to SASTRA that his application for a research programme in Anna University had not been considered and he had not been issued hall ticket. When several such complaints followed, SASTRA sent a legal notice to the university authorities, who did not take action even then. Stating that their impugned action and non-response to notice would amount to contempt of court, Mr. Kandaswamy preferred the present petition.
