NEW DELHI, MARCH 26. Even as uncertainty prevails over the preparedness of the Delhi and District Cricket Association to host the all-important April 17 One-Day International match between Indian and Pakistan, the Delhi Chief Minister, Sheila Dikshit, along with the Municipal Commissioner of Delhi, Rakesh Mehta, and the DDCA president, Arun Jaitley, will undertake an inspection of the Feroze Shah Kotla Stadium on Monday. According to MCD officials, the DDCA has still not sent a formal application seeking the mandatory "no-objection certificate" for the match that is likely to be watched by the Pakistan President, Pervez Musharraf, and the Prime Minister, Manmohan Singh. The civic body officials have made it clear that no temporary clearance was permitted under the law and that all the safety aspects would have to be looked into before a final decision is taken. Contrary to reports, the MCD officials said they had not received any instructions from the higher authorities to expedite the process of granting clearance. On the face of it, the stadium appears incomplete as most stands are still under construction. The safety aspect apart, the officials are of the view that it would look awkward to host a match in an incomplete stadium especially when a foreign dignitary is scheduled to witness it. "We have no provision under the Municipal Act to provide a temporary completion certificate and, therefore, all aspects would be taken into consideration before arriving at a decision. The crowds in Delhi can become uncontrollable at times and if there is a spillover to the uncompleted parts of the stadium, it could lead to a tragedy. We will not take responsibility for any such incident and the DDCA and Board of Control for Cricket in India will have to keep this aspect in mind," a senior MCD official said, adding that the buildings inside the stadium would be considered as one structure and would not be treated separately for the sake of granting an NOC.
