NEW DELHI: A section of the military establishment here has expressed reservations about the recommendation of the Kelkar Committee report on defence purchases, saying that some of the recommendations are flawed. The concern of some officials is high against the Kelkar panel's suggestion to increase private sector involvement.

``These recommendations will ensure the monopoly of some industrial houses at the cost of small-scale industries which are participating in defence production in the form of vendor development and certification,'' said an official who has prepared a note on the report. ``At present, private participation in defence production is mostly by SSIs. Instead of replacing them with big business houses, the Government should encourage the existing base,'' he said.
