Trouble brewing between State, poll panel

CHENNAI: With the Villupuram and Salem District Collectors not responding to the Election Commission's (EC) request for an "action taken report" on the follow-up to the submission of bulk applications for inclusion in the electoral rolls, a crisis appears to be brewing between the EC and the State administration.

Under the Representation of the People Act, the Chief Electoral Officer, District Election Officers (DEO) and others are deemed to be on deputation to the EC.

They include officers and staff employed for the preparation, revision and correction of the electoral rolls and the conduct of all elections.

Similarly, any "breach of official duty" in connection with the preparation of electoral rolls or poll duties will also attract action by the EC, under the Act.

Commission sources in New Delhi said they were waiting for the response from the District officers, failing which they would receive a report from the Chief Electoral Officer.

Depending on the development, the EC would decide on its course of action in a day or two. The Commission could appoint or designate a new DEO by name or take even stronger action in case of "non-compliance."The two Collectors could not be reached on telephone. But official sources say they are "facing a piquant situation."

The EC expected them to file cases against District Secretaries of the ruling party who had submitted incomplete or false applications. But most of the District Secretaries are Ministers.
