NEW DELHI: Prime Minister Manmohan Singh on Friday constituted a five-member National Disaster Management Authority (NDMA) to lay down policies and plans for disaster management. Besides the Prime Minister, who is the NDMA's Chairman, other members are the former Army chief, Gen. N.C. Vij, who will be the Deputy Chairman; the former IIT Bombay Director and retired Chairman of Atomic Energy Regulatory Board, Prof. S.P. Sukhatme; the former Director-General of Central Industrial Security Force (CISF), K.M. Singh; and the former Andhra Pradesh Minister for Environment, M. Sashidhar Reddy. The Authority will approve the National Disaster Management Plan. It can lay down guidelines to be followed by ministries and departments of the Central Government and any State authority in drawing up the State plan, says an official release. The NDMA will also coordinate the enforcement and implementation of the policies and plans for disaster management and arrange for and oversee the provision of funds for mitigation measures, preparedness and response. It may also take such measures for prevention of disaster, of mitigation of its effects, or for preparedness and capacity building for dealing with a threatening disaster situation.
