KOZHIKODE: : Expressing deep dissatisfaction about the state of affairs in the Kerala State Civil Supplies Corporation (Supplyco), the Peoples' Union for Civil Liberties (PUCL) has called for a CBI inquiry into the large-scale corruption which, it alleges, has taken place in that organisation.
Lapses alleged
The PUCL had found grave lapses in Supplyco's functioning in a series of studies conducted in 2002 and 2003. These were reported to the Government as well as the Director-Vigilance. While pointing out these adverse findings thrown up in their organisation's studies, PUCL spokesmen P.A. Pauran and Jacob V. Lazer, however, said Supplyco had to an extent discharged its social responsibilities by making available to the poor essential commodities at fair prices.
`Misuse of public funds'
They also alleged that there had been extensive misuse of public funds and mismanagement that had helped blackmarketeers and hoarders. Following a PUCL complaint, a Vigilance probe was ordered in 2003. The PUCL spokesmen alleged on Wednesday that this probe had not made any progress in the last two years.
Quality control
Besides a CBI probe, the PUCL demanded effective quality control measures, action against the officials who had "scuttled'' the Vigilance inquiry, blacklisting of contractors who were involved in "corruption in Supplyco,'' and steps to ensure that the rice released to the State for distribution under various welfare schemes reached the target groups.
