CHENNAI: The 56th State conference of the Tamil Nadu Government Officers' Union and the common meet of the Government employees' unions, scheduled to be held on Island Grounds on October 22, have been postponed to December 3. An official release said here on Tuesday that it had been postponed owing to the onset of monsoon. Chief Minister Jayalalithaa, who had agreed to participate in the conference, would attend the rescheduled conference, it added. Meanwhile, the Tamil Nadu Secretariat Association urged Ms. Jayalalithaa to hold talks with Government employees' unions and teachers' associations to resolve pending issues. Association president K. Pandurangan said in a statement that the Government should implement the Fifth Central Pay Commission's recommendation to merge 50 per cent of the dearness allowance with basic pay with effect from April 1, 2004. The Centre had implemented the recommendation.
Pay disparity
The pay disparity between State and Central employees had widened following the State Government decision to suspend various concessions on austerity ground, he said and demanded restoration of concessions as the State's economy was much better now. The association had urged the Government to issue orders for restoring 15 days' leave surrender facility, bonus and special bonus on a par with Central Government employees, appointments on compassionate ground, calculation of pension benefits on the basis of 30 years of service and 40 per cent commutation of pension.
