On Bihar

By laying all the blame for the state in which Bihar is at the door of its people ("Bihar won't change ... " Open Page, Feb. 19), the author ignores the immense role that history, social and political, plays in determining the nature of a society. Overlooking the complex past and coming to a conclusion on the basis of the present is too simplistic. It helps to make use of stereotypes but the analysis remains incomplete.
