HYDERABAD: More changes are in the offing in the beleaguered health and sanitation department of the Municipal Corporation of Hyderabad. Each of the seven circles will soon have management graduates and at least three engineers to deal exclusively with solid waste. Commissioner Sanjay Jaju has already assigned the task of devising a micro-level plan of fleet management of vehicles transporting garbage; rationalising dumper bins placements and removal of open points to senior officials.

As per the Ministry of Environment guidelines, the solid waste management cell has to be run by a chief engineer and assisted by 25 other engineers. But currently a deputy executive engineer runs it. A host of new ideas too are being tossed around to make garbage collection and disposal more efficient by increasing the number of shifts for fleet movement from two to three. "For an incongruous reason we have been lifting garbage from morning till afternoon. We have to think of transporting it round-the-clock which only means better utilisation of the available fleet and infrastructure," says K. Rajiv Babu, SWM in-charge. In fact, he feels the number of vehicles transporting garbage can be brought down to 90 from the current 115 and dumper bins number can be capped at 200 more by proper planning. Private vehicle movement too could be cut down. Fifty trucks of 10 tonne capacity and six trucks of 25 tonne capacity make three trips each per day to the Jawaharnagar dump. Another 107 trucks with dumper bins make six trips to the six transit stations located within the twin cities.

Dumper bin points, about 1,400 now, would be in the geographical information system map to choose new locations and their number would be rationalised. Once the 4,320 open bins are taken off with proper induction of dumper bins, each of them will be marked indicating the time of collection of garbage - whether it is once, twice or thrice in a 24-hour circle. For ensuring garbage in dumper bins is not strewn around there is also an idea to introduce four, six or eight bins in the tricycles moving around colonies so that there is an orderly discharge of garbage into dumper bins rather than upturning the tricycle in toto.
