Karunanidhi for talks on linking rivers

Mahanadi, Godavari, Krishna and Cauvery among rivers to be linked: Minister

CHENNAI: Chief Minister M. Karunanidhi has sought discussions among the States concerned to expedite the interlinking of rivers, Durai Murugan, Public Works Minister, said on Thursday.

The proposed discussions, under the leadership of the Prime Minister and involving the Chief Ministers of Orissa, Andhra Pradesh and others, are to enable speedy implementation of the project.

Concluding the debate on the demand for grants to the Public Works Department in the Assembly, the Minister said the rivers to be linked were the Mahanadi, Godavari, Krishna, Pennar, Cauvery, Vaigai and Gundar.

Barrage planned

There was no mechanism to divert flood flow in the Cauvery from the Mettur dam to Mayanur, a distance of about 143 km. Hence, detailed investigation would be undertaken for converting the Kattalai Bed Regulator into a barrage. A project, estimated to cost Rs. 400 crore, had been drawn up to rehabilitate irrigation structures in the Cauvery delta. A sum of Rs. 30 crore had been sanctioned this year.

It had been decided to execute a Rs. 3,900-crore project for renovating tanks maintained by the Public Works and Rural Development departments. This would be carried out with funding from the World Bank and the Centre.

Flood protection works for Tiruchi (cost: Rs. 295 crore) and Madurai (Rs. 12 crore) would be executed using the funds of the National Bank for Agriculture and Rural Development (NABARD). A sum of Rs. 4 crore had been sanctioned for removing silt from Chennai's watercourses, while Rs. 10 crore had been set apart for repair works on the Kandaleru-Poondi Canal of the Krishna Water Supply Project.

Appointments cleared

The Chief Minister had sanctioned the appointment of 569 assistant engineers to the department, Mr. Durai Murugan said.

Earlier, participating in the debate, O. Paneerselvam, Deputy Leader of the Opposition, called for early completion of the review of the Parambikulam-Aliyar Project agreement.

S. Gunasekaran (Communist Party of India) urged the State Government to take steps for safeguarding the State's rights on the Mullaperiyar issue.

N. Eramakrishnan (Marumalarchi Dravida Munnetra Kazhagam) called for micro-watershed projects in Theni district.

S. Jeyapaul (Congress) wanted barrages to be built across the Coleroon and P. Dillibabu (Communist Party of India - Marxist) complained that no efforts were made in the past to utilise flood flows in the Cauvery.

K. Arumugam (Pattali Makkal Katchi) appealed to the Government to observe World Water Day, falling on March 22, in a fitting manner.

K. Selvam (Viduthalai Chiruthaigal Katchi) wanted repair works to be taken up at the Wellington reservoir immediately.

A few members of the All-India Anna Dravida Munentra Kazhagam rushed to the well of the House, objecting to some remarks made by Dravida Munnetra Kazhagam member R. Gandhi.

Speaker R. Auvdaiappan expunged the observations.
