CHENNAI: The Centre has expressed disappointment over poor utilisation of resources for rural development projects by various States, including Tamil Nadu. It has directed the States to ensure 60 per cent utilisation of the resources by September-end to become eligible for the second instalment. Reviewing the progress of various programmes at a meeting in New Delhi on Wednesday, Minister for Rural Development Raghuvansh Prasad Singh regretted that the pace of utilisation of resources by States was slow. It required special efforts to ensure 60 per cent utilisation of resources. He urged the States to speed up the projects. The meeting pointed out that under the accelerated rural water supply programme (ARWSP), Tamil Nadu had spent just Rs. 7.52 crore out of the Rs. 90-crore allotment. It had to spend at least Rs. 47.5 crore more before September-end to be eligible for availing the second instalment.
State's assurance
The Tamil Nadu Secretary, who participated in the meeting, assured the Minister that the State would achieve the target. The performance of the other States, according to the Minister, was no better. Andhra Pradesh spent Rs. 60 crore (allocation Rs. 176 crore), Karnataka Rs. 47 crore (Rs. 87 crore), Kerala Rs. 6 crore (Rs. 31 crore), Rajasthan Rs. 51 crore (Rs. 286 crore), Uttar Pradesh Rs. 40 crore (Rs. 245 crore), Uttaranchal Rs. 6 crore (Rs. 52 crore), Madhya Pradesh Rs. 15 crore (Rs. 92 crore), and Gujarat Rs. 22 crore (Rs.62 crore). Under the total sanitation campaign Tamil Nadu had done well, spending more than 50 per cent of the funds sanctioned. For effective and coordinated utilisation of the resources, the Centre has constituted a committee at the level of Chief Secretaries and asked it to coordinate with the Departments of Panchayati Raj and Finance for effective and timely utilisation of the resources allotted to States.
