The assertion by Sonia Gandhi and Prime Minister Manmohan Singh, at the two-day Congress Chief Ministers' meet in Nainital, that anti-terrorist action should not polarise society and that it is important to remove the insecurity among Muslims reflects prudence and pragmatism. The Muslim population has been constantly under the scanner for the wrong reasons. The administrative approach should be pro-active rather than reactive. The law enforcing dispensation should not act on the basis of unrealistic fears and baseless suspicions.

Ms. Gandhi's observation that farmland should not be normally diverted to non-agricultural use and that farmers should be adequately compensated for the land acquired from them is welcome. Farmers do not even know what a special economic zone is. They should get a share of the profits made on such zones.

The mid-term course correction envisaged in the Nainital conclave is a repetitive exercise. All tall talk on land acquisition will prove futile, as Andhra Pradesh has proved. Let Ms. Gandhi assert any number of times that there will be no Deputy Prime Minister and that there is no alternative power centre. Everyone knows where the actual power lies.
