PANAJI: Hailing globalisation as a positive force to the extent it led to a better allocation of global resources, Portugal President Anibal Cavaco Silva drew the attention of policy makers to the "many issues it has raised in many societies" and called upon countries "to mobilise to increase the amount and the effectiveness of development assistance." Delivering the convocation address on globalisation at the 19th convocation ceremony of the Goa University on Sunday, Mr. Silva emphasised the need for economic policies to incorporate the poor in the growth process, through education, training, health and infrastructure. "It is extremely important that a strong investment is made in the education of women." He was earlier conferred an honorary doctorate by the Chancellor of the Goa University.On the concerns raised on account of globalisation, he referred to the "risk of an increase in world inequality, as countries with the least stock of human capital tend to stay behind." Paying tributes to Goa, he said, "Goa with its diversity and Portuguese heritage, is an example that different people can build great things together." Vice Chancellor P. S. Zacharias said the university would sign a memorandum of understanding with the "Centro de Lingua Portuguese" and Institute Camoes to strengthen the teaching of Portuguese in the university. Akhil Bharatiya Vidyarthi Parishad activists, who staged a protest against the conferring of the doctorate to Mr. Silva, were taken into custody and later released.
