A resolution adopted to this effect at a meeting of the Confederation, comprising institutions for mentally challenged persons, parents and special education, held here recently, said at present the special schools were governed by the Private Schools Regulation Act. Despite the provision of various certificates, including the building structural stability certificate, sanitary certificate, etc., for about 100 special schools functioning on private premises, the Government did not accord sanction to them. The Government was insisting on the building plan sanction for according recognition. As per the recommendations of the former Commissioner of the Physically Disabled Welfare Board, the Government should come forward to allot the unused flats and plots of the Tamil Nadu Housing Board which were lying idle for many years. to the NGOs at subsidised rent. Yet another resolution said that all the teachers with degrees and diplomas recognised by the Central Government employed in the special schools should be brought under the time-bound pay structure.
