Taking suo motu note of a report in a national daily last November on the rising number of deaths on the city roads, a Division Bench of the Court comprising Justice Swatanter Kumar and Justice H. R. Malhotra directed the Chief Secretary and the Police Commissioner to file their report by January 28. The Bench also directed the two senior officers to tell the Court about the steps they had taken to check road accidents. It also suggested to the State Transport Department to ply special buses for poor commuters at subsidised rates. Expressing concern over the flouting of lane driving rules, the Bench said vehicles indulged in wrongful overtaking. It directed the police to see to it that the lane driving was strictly implemented. The Bench suggested to the Government to think about carrying out certain changes to the design of buses to make them driver-friendly and also build cycle tracks in the city. In the report, the daily had quoted traffic police statistics that said that almost every Blueline bus was challaned at least 20 times for offences like rash driving and over-speeding in 2005, but the action had failed to make drivers of these buses mend their ways. However, the figures for Delhi Transport Corporation (DTC) buses were much less at 5 to 7 per cent, the report said quoting the survey.
