Legislature session in Belgaum in November

BANGALORE: The State Government has decided to hold the winter session of the State legislature in Belgaum in November.

Legislative Assembly Speaker Krishna told presspersons here on Monday that the legislature session would be held in November in Belgaum. However, dates and the venue had not been finalised, he said.

The coalition Government, led by H.D. Kumaraswamy, conducted the first-ever session of the State legislature outside the State capital in September last in Belgaum. The session was held in J.N. Medical College building run by the Karnataka Lingayat Education Society, headed by Congress leader Prabhakar Kore. Mr. Krishna said the Government would adopt the Maharashtra model and hold a month-long winter session in Belgaum after the construction of the “Suvarna Vidhana Soudha” there.

Mr. Kumaraswamy and Deputy Chief Minister B.S. Yediyurappa laid the foundation stone for the “Suvarna Vidhana Soudha” on Sunday. The building would be ready in a year, he said.

The former Prime Minister H.D. Deve Gowda has already stated that Belgaum would be developed as a second capital of the State.

To mark the Legislators’ Day, the Government was likely to hold a brief session of the legislature next month, the Speaker said.

Earlier, Mr. Krishna received a report of the State Legislature’s Welfare Committee on Backward Classes and Minorities for 2006-07 from the former Minister and Congress MLA Tanvir Sait. The report recommended to the Government to announce a special package for the uplift of the poorer sections among minorities and the backward classes.

It suggested to the Government to allot funds for welfare of the Scheduled Castes, Scheduled Tribes and minorities based on their population in the State.

The panel has recommended to the Government to introduce compulsorily “English learning” as a subject in all government residential schools belonging to backward classes and minorities.

A sum of Rs. 600 crore to Rs. 700 crore to be set aside in the State budget for the welfare of the backward classes for effective implementation of various programmes, it said.
