List of DSP promotions causes heartburn in CIs

ANANTAPUR: The provisional State-wide integrated seniority list of police inspectors prepared by the Home Department for promoting about 130 Circle Inspectors of different batches as Deputy Superintendents of Police has caused heartburn among a section of the CIs. The cause for consternation is stated to be the promotions proposed for the 1985 batch of Reserve Sub Inspectors.

Sources in the Police Department told The Hindu that the provisional list of promotion of CIs as DSPs comprises the CIs who were appointed as SIs in different batches from 1978 to 1985. The SIs appointed in September 1978, in Septem ber 1985 and RSIs appointed in February 1985 were stated to be in the provisional list of promotions.

The RSIs were appointed on February 15, 1985 and were converted as civil SIs on June 10, 1992. As per the AP Service Rules 5 Clause F (I) six years service/seniority is a must for promotion as CIs. The RSI converted as civil SIs were promoted as CIs on October 7, 2001. Later, they were given notional promotion date of January 12, 1992 through GO No. 188, though they were actually promoted as CIs on October 7, 2001 after being converted as civil SIs in 1992.

However, when the directly recruited SIs of 1985 batch moved the High Court the court had dismissed the GO stating that only the date of appointment should be considered for seniority for promotions. But, the RSIs moved the court again got the notional date of promotion ratified.

Objection

On the other hand, the directly recruited SIs of 1985 batch were given promotions as CIs on August 14, 1993 instead of getting the promotion in 1991 itself. The objection of the 1985 batch SIs who were promoted as CIs in 1993 is that the RSIs of 1985 batch would get benefited in promotion throughout their service, though they were not eligible.

They contend that the RSIs who became CIs were not even eligible for promotions as they were promoted as CIs only on October 7, 2001. Even if the RSI who were converted as civil SIs on June 10, 1992, were to be promoted they should become CIs in 1998 and could be in the seniority list only after the 1985 batch of directly recruited SIs. But the RSIs of 1985 batch were at the top of the provisional list, it is learnt. Sources said the irregularity in promotions also had impact on the SIs batches of 1978 to 1989.
