CHENNAI: School Education Minister Thangam Thennarasu laid the foundation stone for a building that would house the State Institute of Educational Management and Training (SIEMAT) here on Tuesday. The institute, coming up at a total cost of Rs. 3 crore, is a project that is being funded by both the Central and State Governments under the Sarva Shiksha Abhiyan (SSA - Education for all movement). The building that would house the institute is expected to be ready in a year. “Management training programmes for school heads, block resource centres’ supervisors, District Institute of Education and Training (DIET) officers, educational officers (additional, district and chief educational officers) and directors will be conducted at this institute,” Mr. Thennarasu said. Targeting school headsThe training would help inculcate leadership qualities in officers, and equip them to manage human resources more efficiently. Teacher training has so far been primary teachers-centric, but programmes offered at the institute would target school heads and officials, who could ensure better quality education in higher classes, he added. Secretary to the School Education Department M. Kutralingam said SIEMAT would be modelled on its counterpart in Allahabad, which functioned very effectively. Guest lectures plannedPractising consultants would be invited to deliver guest lectures. Training would be planned according to the requirements of different groups. Elaborating on the training to be offered, SSA’s State Project Director M.P. Vijayakumar said usually officers received training only in areas such as taking disciplinary action on subordinates, but the institute would also offer them management training. “It will give officers more clarity on what their roles are, and how they can perform them effectively.” Director of Teachers Education and Training P. Perumalsamy said the training given so far was largely pedagogical, and that the institute would facilitate management training, which was equally important. Chairperson of the Teacher Recruitment Board Rammohan Rao, Director of School Education R. Kannan, Director of Elementary Education J. Uma Maheswari and SSA joint directors R. Elangovan and S. Kannappan spoke.
