GANDHINAGAR: The Gujarat State Election Commission has banned all leave, transfers and promotions of all officials and employees of the State government, local-self government bodies, panchayats and state-owned boards and corporations with immediate effect in view of the December elections to the State Assembly. An order issued by the State Election Commissioner V. K. Babbar said in case of any exigency where leave or transfer of a staff member was absolutely necessary, the concerned departments would have to seek prior approval of the district collectors at the district levels and the Election Commission at the State level. No new appointments or promotions would be allowed in the government departments and the public sector organisations except without the prior permission of the Chief Election Commissioner of India. The order also specified that in the event of a government project announced earlier but not started, it could not be implemented till the elections were over. But if the project was already completed, there was no restriction on clearing the payments. No new allocationsThe Ministers and the government officials had been prohibited from announcing any new schemes for public utility services or make fresh financial allocations from the government’s discretionary funds with a view to influencing the voters.
