Appeals against HC order on fresh WBSEB tender

CALCUTTA, July 16
THE consortium comprising Bharat Heavy Electricals Ltd (BHEL), Crompton Greaves Ltd (CGL) and ABB Ltd (ABL) today filed an appeal in the Division Bench of the Calcutta High Court challenging the order dated June 20, 2000 passed by Mr. Justice Bhaskar Bha
ttachahrya, directing the West Bengal State Electricity Board (WBSEB) to call for a fresh tender.
The tender was for construction of one 400-kV sub-station, eight 220-kV sub-stations and 23 132-kV sub-stations in different parts of West Bengal. The three-member consortium was formed to bid for the project as stated above. Siemens Ltd also participate
d in the tender.
The total financing of the project is being done through aid from the Japan Bank of International Cooperation (JBIC), which has a key role in finalisation of the tender.
SIL challenged the tender and the award, on the plea that it was the lowest bidder, and submitted that this fact was ignored and that the order was placed on the consortium. After extensive hearings in the matter, the Trial Court set aside the award, dir
ecting that a fresh tender may be called.
