Definitive duty on Vitamin C recommended

NEW DELHI, Aug. 10
THE Designated Authority in the Commerce Ministry has recommended imposition of definitive anti-dumping duty on imported Vitamin-C from Russia and the European Union.
In its final findings, to be gazetted, the authority said that Vitamin-C originating in or exported from the subject countries had been exported to India below its normal value, thereby resulting in dumping and causing material injury to the indigenous i
ndustry.
Accordingly, it recommended the imposition of definitive anti-dumping duty on all imports originating from the subject countries. The anti-dumping duty shall be the difference between $11.29 per kg in the case of BASF, Germany
(subject goods originated form BASF Health & Nutrition, Denmark) and other exporters of the 15-nation EU should fork out $12.67 per kg. In the case of exporters from Russia, the definitive dumping duty is the difference between the landed cost and $12.67
per kg.
The petition was filed by Ambalal Sarabhai Enterprises Ltd, Baroda and is the sole producer of the subject goods in the country. The production of the petitioner company has decreased from 468.961 tonnes in 1996-97 to 303.713 tonnes in 1997-98 and furthe
r to 283.842 tonnes in the period of investigation. The losses of the company from the Vitamin-C operation rose from Rs. 64.75 lakhs in 1996-97 to Rs. 530.13 lakhs in 1997-98 and to Rs. 573.50 lakhs during the period of investigation.
