Chennai Customs to observe special period procedure

CHENNAI, Feb. 25
THE Chennai Customs Commissioner has announced a special period procedure to be observed from February 23 to March 4 in view of the Union Budget being presented on February 28.
Accordingly, while submitting bills of entry (BoE), all the particulars should be correct and complete, else bills of entry will not be taken to have been filed in the Custom House. No noting will be done on February 28, and will be done from March 1, sa
ys a department notification.
All private bonded warehouses will be sealed at 4 p.m. on February 27. All pending bills of entry assessed but, goods not delivered will be sealed and handed over to deputy/assistant commissioner (bonds) before 5 p.m. on February 27.
No ex-bond released will be effected thereafter, except with the written order of Deputy Commissioner (Bonds), the notification says.
In respect of public bonded warehouses, the Preventive Officers in charge of various warehouses will seal the warehouses on February 27, 4 p.m., and they will not be opened without the written permission of Deputy Commissioner (bonds).
Goods covered by BoE that are presented to the Preventive Officers, in respect of which duty, has been paid prior to February 28, will not be released, unless such duplicate BoE bears an additional endorsement by the Appraiser of Customs concerned to the
effect that ``tariff checked -- no objection for delivery being given'' -- duly signed, under his/her named rubber stamp, the notification says.
The EDI service centre at the Custom House will not accept Annexure I (of public notice 242/98) for BoE after 4.30 p.m. of February 27, and will be closed on the Budget day.
Filing of BoE in the EDI system will resume only after the new budgetary notifications are fed into the system and the National Informatic Centre hands over the EDI server to Customs.
BoE submitted prior to February 28, will be re-assessed, in case the entry inwards of the vessel is after mid-night of February 28, the notifications says.
The Preventive Officer at Central Berth, inside the Chennai port, will continue to give entry inwards of the vessel of system during the special period from February 23 to March 4, the release says.
