The reported advice of the Kerala Governor, Mr Kang, to the Chief Minister, Mr A. K. Antony, against the Ministerial appointment of Mr Balakrishna Pillai on the grounds of his conviction, is creditworthy. One only wishes Mr Pillai did not insist on his s on, Mr Ganesh, taking his place.

There is a tendency for politicians to believe that all their acts of corruption are undone if they win an election. A verdict in the peoples court -- that is, election -- is taken to be the final judgment. If this is the case, why at all should we have laws, codes of conduct and the judiciary?
