Bengal industrialists urged to participate in road building

AFTER making necessary corrections in State legislation, the West Bengal Government requested industrialists to participate in road building projects, according to Mr Amar Choudhury, Minister In-charge of PWD.

The Minister was addressing members of the Bengal National Chamber of Commerce and Industry at a seminar on the progress of road developments. He said the West Bengal Government was never against the participation of private parties in road projects. However, there were some legislative difficulties.

"We have already made the necessary legislative corrections and it will be accepted in the Government in the next Cabinet meeting. Once that happens there will not be any difficulty on our part either to accept private players as promoters of road projects or create joint ventures with them", Mr Choudhury said.

It may be noted that West Bengal took the initiative of inviting private entrepreneurs for road projects only in 2003, the step being first announced by the State Finance Minister, Dr Asim Dasgupta, in his Budget speech for 2003-04. It was called the PPP (Private Public Partnership) scheme.

According to Mr Choudhary, a number of schemes are already being prepared by the State Government to facilitate private sector participation. "I will request all of you to grow through these schemes and consider it. We want your support to develop the road infrastructure of the State", he said.

Regarding the development of rural road under the Prime Minister Rojgar Yojana (PMRY), he accepted that the State could not make much of headway in comparison to other States. The State Government recently made some administrative changes for the PMRY projects.

"In the first two years, the local panchayats used to oversee the PMRY projects", he said.
