New Delhi , Aug. 13 THE National Council of Joint Consultative Machinery, which represents almost the entire workforce of the Union Government including the Railways and Defence Ministries, is meeting on September 6 to discuss a wide variety of issues confronting the Government employees. The meeting would be chaired by the Cabinet Secretary, Mr Kamal Pande, and would be attended by at least 16 departmental secretaries that include Labour, Defence and the Member (Staff) of Railway Board, who is an ex-officio Secretary to the Government of India. The agenda for the meeting included the anomalies arising out of the implementation of the Fifth Pay Commission for Central Government employees, the proposed contributory pension scheme for new entrants and roadblocks to labour and financial sector reforms, a Government official said here on Tuesday. The recent Supreme Court judgement that has outlawed strikes by the Government employees was also likely to be discussed at the meeting, he said. The National Council is made up of about 60 employee unions and associations and is the top interface between the Government and workers. It has a three-tier machinery comprising the National Council, the respective departmental councils and regional or office level council. Service matters pertaining to the Government employees are dealt with by this machinery.
