Registration DIG among 8 convicted

WARANGAL, FEB. 2. A Deputy Inspector-General (DIG) of Registration and Stamps, a District Registrar, an Assistant District Registrar and four lower employees of Registration and Stamps have been convicted by a court here to undergo four years' rigorous imprisonment and a fine of Rs. 4,000 for misappropriating sale proceeds of stamps when they were posted here in various capacities two decades ago.

A retired Sub-Registrar of the department has also been awarded the same punishment but an in-service lower division clerk, who is physically handicapped, has been merely imposed the fine of Rs. 4,000.

The First Additional Munsif Magistrate, Mr. R. L. N. Charyulu, pronounced the judgment on Tuesday, convicting Mr. A. Dasharatham, DIG (Registration and Stamps), Office of the Commissioner of Registration and Stamps, Hyderabad, Mr. S. M. Nabi, District Registrar (Assurances), Nalgonda, Mr. K. Sundar Rao, Assistant District Registrar, Guntur, Mr. M. A. Azeez, retired Sub-Registrar, Warangal, Mr. K. Suryaprakash, lower division clerk, Mahboobabad, Mr. P. Pandurangaiah, Shroff, Registration and Stamps, Warangal, Mr. A. M. Chandrasekhar, upper division clerk, Registration (Chits), Warangal, and Mr. Sivaprakash, senior assistant, Registration, Warangal.

The prosecution had it that the accused had embezzled cash amounting to Rs. 2.37 lakhs by making short remittances or altering the figures in bank challans on remittances over the sale of stamps during 1980-82.

The irregularities in the sale of stamps of different denominations in the office of Sub-Registrar here were first detected in May, 1982, when the then DIG, Mr. P. L. Prasada Rao, made a surprise visit to the office.

Mr. Prasada Rao reported the matter to the Inspector General who in turn appointed the then District Registrar (Assurances), Mr. G. Narayana Rao, to enquire into the allegations.
