Minister hints at 'harsh Budget'

MANGALORE, FEB. 19. The country is faced with a huge fiscal deficit and the ``expenditure has seeped out of the hands of Government'', Mr. V. Dhananjaya Kumar, Union Minister of State for Finance, said here today.

In view of this, the budget this time would be a ``harsh one''.
