APNGOs association: Rival groups prepare for showdown

HYDERABAD, MARCH 20. The two groups in the A.P. Non-Gazetted
Officers' (APNGOs) Association, one led its president, Mr. C.
Venkat Reddy, and the other by the general secretary, Mr. T.
Sudhakara Prasad, are preparing for a showdown, having initiated
disciplinary actions against each other.
While an executive meeting held at the instance of Mr. Sudhakra
Prasad here on March 13 suspended Mr. Venkat Reddy and some of
city branch office-bearers from their posts, the State president
retaliated by expelling the general secretary from the
organisation and dissolving two district branches.
Based on a complaint filed by Mr. Venkat Reddy at the Abid Road
police station in Hyderabad that Mr. Sudhakara Prasad illegally
withdrew Rs. 2 lakhs from the bank account of the association,
the police registered a case and sealed the almirah of the
general secretary and treasurer at the NGO Home at Gunfoundry in
the city. Investigation of the case is in progress.
Meanwhile, Mr. Sudhakara Prasad, in a statement, claimed that the
emergency executive committee meeting of the association, held at
Vijayawada on Sunday, ``discussed the unconstitutional and
undemocratic action'' of the president in dissolving the two
district branches and expelling some office-bearers. He denied
the charge that he had withdrawn Rs. 2 lakhs illegally and quoted
a resolution adopted at the March 13 executive meeting
authorising the withdrawal of the amount for conducting the State
conference of the association at Visakhapatnam (from April 24 to
26) and for publishing a handbook of services by the West Krishna
Branch. The State elections would be held as per schedule at
Visakhapatnam, he added.
At a press conference at NGO home here on Monday, Mr. Venkat
Reddy questioned the ``validity'' of the executive meeting held
on March 13 on the ground that the meeting, as per the
constitution of the organisation, had to be presided over by the
president or anyone authorised by him. The decisions taken at the
meeting had no legal sanctity, he claimed.
Mr. Reddy appointed Mr. U. Anjaneyulu as general secretary
``consequent on the expulsion of Mr. Sudhakara Prasad'' and
announced that the executive committee would meet shortly to
finalise the schedule of the elections to the State body.
He asserted that a majority of the district presidents were with
him. A police case was pending against Mr. Sudhakara Prasad, he
added.
Besides Mr. Anjaneyulu, Mr. J. Ramachandra Murthy, secretary of
the Hyderabad city branch, Mr. I. Siva Koteswara Rao, associate
president of the city branch, who were suspended from their posts
by Mr. Sudhakara Prasad, were present at the press conference.
Mr. Venkat Reddy appointed Mr. K. Nageswara Rao as treasurer in
place of Mr. Y.V.M. Subba Rao who sailed with Mr. Sudhakara
Prasad.
