RJD miffed at Governor sending rape case file to Delhi

PATNA, APRIL 19. The rape case involving Ms. Champa Biswas, (wife of a senior IAS officer, Mr. B. B. Biswas), threatens to take a curious turn with the Governor, Mr. V. N. Pandey, reportedly forwarding her petition to him to the Union Home Ministry for consideration.

The RJD, however, has questioned the Governor's action in directly sending the matter to the Union Home Ministry bypassing the State Government. They have once again demanded his removal charging that he was impeding the functioning of the State Government.

The memorandum of Ms. Biswas to the Governor, has been forwarded to the Union Home Ministry by the latter's secretary, Mr. M. Kumar, with the suggestion that it could, if it so desired, have the matter inquired by its own agencies into the allegations levelled against top politicians.

Ms. Biwas has accused the former Chief Minister and RJD president, Mr. Laloo Prasad Yadav, of patronising and protecting those who had raped her, for over two years on the false promises of a berth in the Rajya Sabha or the Council and a ministerial berth.

Two persons have been arrested in this connection and the trial of the case against Mr. Babblu Yadav and his mother, Ms. Hemlata Yadav, has already commenced at a sessions court.

Ms. Biswas has sought a CBI probe apprehending that the investigation might not be free and fair as top politicians were involved and also alleged that they might try to protect the real culprits. She also feared for her life and the lives of her family members.Sources maintained that the Union Home Ministry has forwarded the letter of Mr. Kumar and the memorandum to the CBI for action.

Meanwhile, the RJD which has been gunning for the Governor's scalp for his alleged partisan role in installing Mr. Nitish Kumar as Chief Minister, stepped up the demand for his removal charging that he had once again exceeded his brief.

The RJD spokesperson, Mr. Shivanand Tiwari, charged that both the Centre and the Raj Bhavan were ``unnecessarily creating trouble'' for Mr. Yadav. He said the Governor does not enjoy the right to directly make his recommendations to the Union Home Ministry. He said the FIR filed by Ms. Biswas had not named Mr. Yadav.
