U.S, China fail to resolve differences

BEIJING, JULY 8.The U.S. and China ended two days of arms control and non- proliferation talks today, but failed to resolve their differences over Beijing's assistance to Pakistan's missile programme.

After the talks, the U.S. Chief Arms Control Negotiator, Mr. John Holum, said there was no ground to impose sanctions on China for its role in the proliferation of weapons and acknowledged that there were differences over China's assistance to Pakistan's missile programme. ``The objective of our policy is not sanctions but solutions,'' he said.

He said he had raised the U.S concern over the reports of Chinese assistance in missile technology to Pakistan and other countries. The Clinton administration thinks that China has upheld its commitment made in 1994 to adhere to the Missile Technology Control Regime guidelines.
