CPI(M) for local-level adjustments only: CM

THIRUVANANTHAPURAM, JULY 25. The Chief Minister, Mr. E. K.
Nayanar, said here on Tuesday that the CPI(M) did not propose to
have any political alliance with parties outside the LDF.
Referring to the controversy over the decision of the State
Committee of the party last week-end, the Chief Minister told
presspersons here that the party proposed only a panchayat-level
understanding with individuals, groups and parties within the UDF
for the panchayat elections. The idea was to unite all like-
minded people who were opposed to the BJP and the Congress(I) and
cooperated in making decentralisation and the People's Plan
Campaign a success. The elections should pave the way for a broad
unity for the comprehensive development of the State. It was not
to be a political alliance but a communion of people based on the
development of the State.
Mr. Nayanar said no discussions had been held with any party for
giving effect to the new policy. The details (of implementation)
were to be worked out. The party secretary, Mr. Pinarayi Vijayan,
had explained the policy in detail at his press conference. Those
who are party card holders would abide by that.
Asked about the Muslim League's statement disfavouring local-
level understandings, he quipped that the CPI(M) had stated its
policy. The League was stating theirs.
Referring to the violent incidents in Thiruvananthapuram, the
Chief Minister said it was a fact that there had been a
conspiracy for large-scale violence under the leadership of the
RSS and the BJP on July 13. Some Congress(I) leaders and RSS and
BJP leaders had conspired to intensify the agitation by
precipitating police action and violence on July 13.
Those who demonstrated before the Secretariat that day had come
with lethal weapons. Their plan was to provoke a police lathi-
charge and firing and unleash violence in the city over that. For
this, they had kept squads in RSS offices in addition to those
who attended the march and demonstration.
Usually, police are deployed only at the venue of the
demonstrations when political parties stage agitational
programmes, Mr. Nayanar noted. Normally, the commercial
establishments and people along the march route are not attacked
by demonstrators.
Mr. Nayanar said the UDF leaders and the RSS-BJP leadership had
hoped to launch the agitational programmes proposed by them on
July 15 and 17 jointly in the name of police atrocities on July
13. They had also conspired to unleash violence in other parts of
the State and involve the Centre by creating an impression that
law and order had broken down. However, their plans had fallen
flat as the police did not get provoked and use excessive force.
